Donovan, realizing that this was his last significant position in government, wanted to be remembered and make a difference. Jokingly, Kenneth suggested redirecting the Mekong River, as this could drastically impact southeast Asia. Donovan took to the idea, developing an elaborate plan and sending ideas back as "for the presidents eyes only", ensuring that they would be seen by all of the important people around the president as well, as they would need to be up to date on what the president might have questions about in order to advise him.
